Having trouble installing or launching DISTRICT 9 RP? Below, we have collected the most common issues and ways to resolve them. In most cases, the problem can be fixed on your own within just a few minutes.
Before You Start
To launch DISTRICT 9 RP, you must have the GTA V Legacy version installed.
We strongly recommend using a clean installation of GTA V, without third-party modifications, Redux, ReShade, replaced game files, or any other add-ons.
If you previously installed modifications into your GTA V folder and are not sure whether they were completely removed, we recommend verifying the integrity of the game files through Steam, Epic Games, or Rockstar Games Launcher.
Your selected game folder doesn't look like a valid Grand Theft Auto V installation
This error means that the launcher is using an incorrect path to your installed GTA V Legacy folder.
Solution
Completely close the DISTRICT 9 RP launcher.
Open the folder where the launcher is installed.
Go to:
DISTRICT 9 RP Data
Find the following file:
CitizenFX.ini
Open it using Notepad.
Find the line containing:
IVPath
Replace the path with the correct path to your GTA V Legacy installation.
For example:
IVPath=D:\Games\Grand Theft Auto V
Make sure you specify the root GTA V folder containing the game files and GTA5.exe.
Save the file and launch the launcher again.
Login session has expired, please re-launch application
This error is related to saved Rockstar Games authorization data.
Solution
Completely close DISTRICT 9 RP, GTA V, and Rockstar Games Launcher.
Press Win + R.
Paste the following path:
%localappdata%\DigitalEntitlements
Press Enter.
Delete all files inside the DigitalEntitlements folder.
Launch Rockstar Games Launcher and log back into your account if necessary.
After that, launch DISTRICT 9 RP again.
You do not need to delete the DigitalEntitlements folder itself — only the files inside it.
NVIDIA Recording or Instant Replay Does Not Work
If NVIDIA ShadowPlay does not record the game or Instant Replay does not work in DISTRICT 9 RP, try enabling desktop capture.
NVIDIA App
Press Alt + Z to open the overlay.
Go to Settings → Video Capture.
Enable Desktop Capture.
After that, enable Instant Replay again.
If you are using the older GeForce Experience, the same option may be located under:
Alt + Z → Settings → Privacy Control → Desktop Capture
DISTRICT 9 RP does not support running under elevated privileges
Full error message:
DISTRICT 9 RP does not support running under elevated privileges. Please change your Windows settings to not run DISTRICT 9 RP as administrator.
The DISTRICT 9 RP launcher should never be run as administrator.
Solution
Close the launcher.
Right-click the launcher shortcut or .exe file.
Open Properties.
Go to the Compatibility tab.
Make sure Run this program as an administrator is disabled.
Click Apply → OK.
Launch the launcher normally by double-clicking it.
If the error still appears, click Change settings for all users in the Compatibility tab and make sure administrator mode is disabled there as well.
Smart App Control blocked an app that may be unsafe
This message is caused by the Windows Smart App Control feature, which may block new or currently unknown applications.
Solution
Open:
Windows Security → App & browser control → Smart App Control
If Smart App Control is specifically preventing DISTRICT 9 RP from launching, you can switch it to Off.
After that, try launching the launcher again.
Please note: disabling Smart App Control removes one layer of Windows protection. Only disable it if you have confirmed that this feature is the reason DISTRICT 9 RP is being blocked.
Windows SmartScreen Does Not Allow the Launcher to Start
When launching the application, Windows may display a SmartScreen warning about an unknown or rarely downloaded application.
If you downloaded the launcher from the official DISTRICT 9 RP website, follow these steps:
Click More info in the SmartScreen window.
If the Run anyway button appears, click it.
Try launching the launcher again.
If the Run anyway button is not available, check whether the application is being blocked by Smart App Control or Microsoft Defender.
Antivirus Deleted or Blocked Launcher Files
Microsoft Defender or another antivirus program may occasionally block one of the launcher files.
For Microsoft Defender
Open:
Windows Security → Virus & threat protection → Protection history
Find the event related to DISTRICT 9 RP and check which file was blocked or quarantined.
If the file belongs to the official DISTRICT 9 RP launcher, restore it.
After that, you can add the launcher folder to exclusions:
Windows Security → Virus & threat protection → Manage settings → Exclusions → Add or remove exclusions
Add the folder where DISTRICT 9 RP is installed.
After restoring the files, we recommend reinstalling the launcher to make sure all required components are present.
The Game Is Running on the Integrated Graphics Card
On laptops and some computers, Windows may launch the game using the integrated graphics processor instead of the dedicated NVIDIA or AMD GPU.
This can cause low FPS and other performance issues.
Solution
Open:
Windows Settings → System → Display → Graphics
Add DISTRICT 9 RP to the application list and, if necessary, also add GTA5.exe.
After adding them:
Click Options.
Select High performance.
Make sure your dedicated NVIDIA or AMD graphics card is shown next to this option.
Click Save.
After changing the setting, completely restart the launcher and the game.
VCRUNTIME140.dll or MSVCP140.dll Error
If you see an error saying that one of the following files is missing:
VCRUNTIME140.dll
MSVCP140.dll
or another Microsoft Visual C++ component, you need to install the official Microsoft libraries.
Solution
Install:
Microsoft Visual C++ Redistributable 2015–2022
We recommend installing both versions:
x64
x86
After installation, restart your computer and try launching the launcher again.
Do not download individual .dll files from third-party websites. They may be outdated, incompatible, or potentially unsafe.
